Based on your example, do as follows:

1.  Create a column next to your values - keep formula to concatenated value of all your labels

2.  Select the Bar chart -  horizontal

3.  In the General tab

     Select data as  By Series,   Values(X)  - select the column range (400 to 800 as your example)

     Select category labels - select the column of concatenated labels
