I don't know what could be causing the CPA Cache service not to start. 
Regarding the portal theme service:
Have you already checked your system component info? Check what I wrote to seventyros about sap note 1757810.
Search the defaultTrace files for com.sap.portal.themes.lafservice
and lafservice. Hopefully there will be a trace telling what caused it to fail.
If you don't find anything, shut down your
system, remove all defaultTrace files and start it back up. Check if the
service is still not started, if it's not started, check the new defaultTrace files
again.
