KE28: Copy Value 'Cost Element'

Hi Friends. I have the following scenario:

I have some transportation accounts (created with tcode VI02 shipment cost ) that i set in OKB9 to arrive to PA, this cost are incurred from the plant to the distribution center, in my PA document Order is a statistical cost object (and represent all the combination of routes plant>DC).

In PA i want to do TopDown distribution of this accounts, splitting to distribution channel . My question:

In KE28, i dont see the cost element in the 'processing instructions screen', so i cant set the flag Copy Value. Im not sure if this is the design of this tcode or maybe i miss something and  there is way to include this field.
