TCode me21n Delivery address fields in display mode

Hi

I am experiencing an issue where some of the delivery address fields are in display mode in transaction me21n, but when I click the create button in transactions me22n and me23n, they are in edit mode.

The IMG settings for me21n for the layout at the document level,

are set to optional

Do you guys know what may be causing these fields to be in display mode?
