Agree with you. I got this thought while working on a defect so wanted to know if assigning MX_INACTIVE can be done without triggering deprovisioning.
Thinking of it, wouldn't it be good to have this possibility?
Example use case: If the project is not live and IDM is not allowed to deprovision any user in target system yet as per process but we want to assign MX_INACTIVE to withdrawn users.
