I also confirm the same problem. And behavior is random.
I do agree with this once we delete this cache.. its working...
but very interesting problem any desktop application having cache thing and connecting with web.
Advice: as per my understanding SAP team need to delete cookies /cache management inside the tool or writing down the code for that. So that it automatically deletes like garbage collector and work properly
