Hi Rohan,
Base unit of measure (MEINS) is managed together with Quantity under the heading "Additional account assignments". You cannot make the unit required without making the quantity required as well. As for the quantity in unit of entry (ERFMG + ERFME), I do not think you can open them for FI postings at all.
