MRP does not create STO's. It creates stock transport requisitions which the users can choose to ignore if they want. MRP will remove unused requisitions if the inventory is no longer required.
Another option you could consider is to activate MRP areas. If MRP areas are active I'm pretty sure you can configure MRP to generate reservation documents for the stock transfer instead of stock transport requisitions.
