Those records where you don't see 0.00 even when you format it like that, it may be because no such combination of data (by Description by Period) exists in the DWH. What you can do is, update the Actual YTD, Budget YTD to show as 0 when no data exists for that combination. Update them as below

v_Actual YTD=If(Isnull([Actual YTD])=1) Then 0 Else [Actual YTD]

Make sense?

I don't know if you can remove the incorrect custom formats you created, I haven't seen an option to do so.
